01 - Combine warm milk, yeast, and 1 tablespoon sugar in a large bowl. Let stand for 5 minutes until foamy and activated.
02 - Add melted butter, remaining sugar, eggs, salt, and blue food coloring to yeast mixture. Mix thoroughly. Gradually incorporate flour until a soft, vibrant blue dough forms.
03 - Turn dough onto floured surface and knead for 6 to 8 minutes until smooth and elastic. Transfer to greased bowl, cover, and let rise in warm area for 1 hour until doubled.
04 - Blend softened butter, brown sugar, and cinnamon in small bowl until thoroughly combined.
05 - Punch down risen dough and roll into 16 by 12-inch rectangle. Spread filling evenly over surface and sprinkle with mini chocolate chips. Roll tightly from long edge and slice into 12 equal pieces.
06 - Place rolls in greased 9 by 13-inch baking dish. Cover and let rise for 30 to 40 minutes until puffy and expanded.
07 - Preheat oven to 350°F. Bake for 22 to 25 minutes until golden brown and fully cooked through. Cool slightly before frosting.
08 - Beat cream cheese and butter until smooth and fluffy. Add powdered sugar, vanilla, and blue food coloring. Mix until creamy and vibrantly blue.
09 - Spread thick layer of blue frosting over warm rolls. Top each roll with two candy eyes and one halved mini cookie to create Cookie Monster face.

# Tips for Success:

01 -
  • The blue dough feels like magic every single time you make it
  • Chocolate chips and cinnamon were always meant to be together
  • Watching someone discover the cookie decoration is pure happiness
02 -
  • Room temperature ingredients mix better and create smoother frosting
  • Don't skip the second rise or your rolls will be dense instead of fluffy
  • Gel food coloring is much stronger than liquid, so start with just a few drops
03 -
  • Use unflavored dental floss to slice rolls without squishing them
  • Warm milk helps the yeast activate faster and more effectively
  • Sift your powdered sugar to avoid lumpy frosting disasters
